10. In order to encourage information being given to the Excise Officer or Police, and to stimulate these Officers to greater activity, I beg to suggest the following course for distributing awards (which is somewhat similar to that approved of in C.I.O. 814 and the connected therewith, in cases of arrest under the Opium Ordinance 1884,) be adopted in cases under the present Ordinance, particularly as this Ordinance is to be read with the Ordinance of 1882, viz:

(a) that one half of the fine, if paid, be awarded to the Informer, Excise or Police Officer, as the case may be, together with one half of the proceeds of the Opium confiscated.

(b) that the other half of the fine be paid into the Treasury under the heading of Opium Revenue Account (Ordinance 22 of 190...)

(c) that all confiscated Raw Opium be delivered to the Superintendent of Imports and Exports.

(d) That all such confiscated Opium be immediately disposed of by the Superintendent to the Opium Farmer at the current rate of the day, and the proceeds paid into the Treasury under the same account as above.

(e) That the Magistracy First Clerk forward to the Superintendent a Return of all cases heard before all Magistrates with the following particulars:

1. Date

2. Case No.

3. Name of Informer, Excise Officer or ...

4. Residence of Informer

5. Fine imposed.
