composition of the Sanitary Board. It states that it shall consist of the four Official Members therein named, and of not more than six additional members.

The Bill as prepared by the Sanitary Board provided for four unofficial members but in Executive Council the number was increased to five to enable the Governor to appoint as an unofficial member Mr. MacCallum, the present secretary of the Board, who at present is also a member thereof, and whose experience and practical knowledge was deemed necessary.
The number of additional members was on the 7th July 1887 in Executive Council increased to 6 in order to appoint five Chinese instead of one.

Sections 5, 6, 7, 8, 9, 10, 11, 12, 21, which deal with the mode of elections, the appointment of the president and other officers, the proceedings of the Board, call for no special remark.

Section 13 gives the Board power to make Bye-Laws concerning the matters therein named. This section as now worded was passed without objection.

Section 17 regulates the right of entry and is taken partly from the Public Health Act of 1875, Section 102, and partly from the Calcutta Municipal Act.

Sections 18, 21, 22, 23, 24 are taken from the Public Health Act of 1875. Sections 94, 95, 96, 97, and 98.
