has been removed as there is no page number given, if there was a page number it should be kept as per rule 11. However the original text had 'I have se' which seems to be cut off, it is not clear what it should be, hence not changed. Similarly 'RECO' is not clear, hence marked with '...'. 'h' in section 3 is assumed to be 'In'. 'Anvending' is corrected to 'amending', 'faws' to 'laws', 'Accelth' to 'Health', 'bovernor' to 'Governor', 'Sherveyor' to 'Surveyor', 'Catober' to 'October', 'nemorandum' to 'memorandum', 'it's' to 'its'. Spacing and formatting have been corrected according to the rules.
