Rule has practically been tested upon for the last twenty years without leading to inconvenience.

-regarding the present Regulations for the custody of Postage Stamps etc., I have the honour to enclose copies of Amended Regulations, and trust that they may be found sufficient for the purpose.

In explanation of Rule 4, I may state that it is what is intended by that the stamps may be kept from being exposed to the damp air earlier than is absolutely necessary.
