I enclose copies of Enclosures, the correspondence which has passed on the subject, from which it will be seen that periodical inspections are all that will be required, and that, for these, the Company propose giving $40 a month as remuneration.

Why Mr. Brewer's assistance should be required, when the Company have a permanent resident Engineer of their own, I do not know, except as a check on the latter! Mr. Ryrie, (Unofficial Member of Council), who writes on behalf of the Company, says that there is no one in Hongkong, except Mr. Brewer, who understands the work.

On condition that his official duties are in no way interfered with, I have provisionally
