are unable
to come to any
decision regarding the proposal to remove
the
Hongkong Naval Establishment
to Kowloon, in order to
facilitate the construction of the contemplated extension of the Praya Roadway.
I
am
anxious for the
early settlement of this matter, as so much depends
on the realization of the
scheme both as
regards the
progress of
this Colony
and its proper sanitation.
Should the removal of
the Naval Establishment

"I regret exceedingly
that this should be the case, and I venture to
suggest that their Lordships should be pressed to expedite
an answer. If the removal of the Naval Establishments to Kowloon be found
impracticable on
the terms
offered by this Government, then I trust in the interests
of the Colony that the Praya
extension
may
be carried out.
