a strong claim in such
cases on
the German Government for assistance,
considering the comparatively large number
of Germans
in
here, freely participating in all the advantages offered at this free port to commercial enterprise.
If we derived adequate revenue from taxation, the Government would be sorry to raise any such question; but you know how limited our resources are, and will, I feel sure, see that we are exonerated from any reproach of want of hospitality, when, on the contrary, both the Government and public are most generous in assisting all who are in distress, and such assistance is deserving of ...
