I do have consented to the appointment in deference to your recommendation, but at the end of the three year for which the two Overseers will be engaged the Secretary of State should be consulted before any fresh arrangement is made, & in the meantime care should be taken not to hold out any promise of promotion to such men as Mr. Price suggested in his letter of the 10th of August, by which the action of the Government may be fettered.
