Hongkong, 16th July 1887.

I have the honour to forward, for the consideration of His Excellency the Acting Governor, the accompanying duly forwarded petition from the subordinate Officers of the Hongkong Police Force, and in doing so I strongly recommend it,

and I think they have stated plainly and fairly the fault of the present leave system of the Force.

It seems to me that a Constable should be entitled to the 9 months' leave after each term of 5 years' service, and that, as in other services, this leave should not be deducted
