My reason, however, for referring to the matter is this, that, although of opinion that Mr. Lockhart ought to have a seat in both Councils, yet I should be glad if, for the present, this arrangement could be modified.

3. During the time that Mr. Stewart has been Acting Colonial Secretary, Captain Thomsett, the Harbour Master, has been his locum tenens in the Legislative Council. Some time ago, Captain Thomsett sent in his resignation as a Member of the Legislative Council, and I ascertained that he thought it would be more consistent with his position in the service, if rather than allowed himself to be superseded by a young man like Mr. Lockhart, he resigned.

4. I brought the matter before the Executive Council.
