question of the constitution of the Executive and Legislative Councils, and I am of opinion that, in accordance with the present instructions, Mr. Lockhart, as Registrar-General, will be entitled to a seat, certainly Executive Council, if not also in the Legislative Council.
The Acting Attorney General thinks that the Registrar-General is entitled to a seat in both Councils.
But this is by no means clear those Official Members sitting in the Legislative Council in virtue of their Office, though the present holder of the Office is a member for personal reasons.
I am of opinion, however, that as a rule the members of the Executive Council should also be Members of the Legislative Council.
