Within the walls of the prison for between six and seven years, and that such close confinement for so long a period would probably be injurious to health.
I must confess I share this objection and finally decide, before I consent to let the rule stand I should like to know whether it has been considered by the members of your Executive Council.
It has occurred to me that the rule might be modified to state that any prisoner sentenced to eight years or longer may be kept at hard labour.

In the absence of the Registrar General's Jamin, I cannot conceive this ground for supposing that the new Registrar General is entitled to a seat in both Councils. I cannot see that he is entitled to a seat in either Council.
11 Oct. 1882 § II of the Instructions of 110 says "The Exec. Council of the Colony shall consist of the Lieutenant Governor of the Colony (if any), the Senior Military Officer for the time being, the Officers lawfully discharging the functions of Col. Sec., of Attorney General, and of Treasurer...
