Asks whether compensation
for building restrictions
may
not be allowable by Court of arbitration in those cases where landlord is injuriously affected

all building restrictions injuriously affect landlords which, as in preamble of this Ordinance, prevent them from utilizing a part of their site in a place where there is an enormous demand for dwellings - if there compensation is to be allowed to all land injuriously affected, this Colony will have to consider when to far an amendment
be safe to authorise compensation
for serious injury.
Perhaps it was
in special cases
the kind was required to make the bill palatable to 4th (Council)
