I have examined the accompanying Ordinance, entitled "The Licensing Consolidation Ordinance, 1887" and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
This Ordinance, as its title indicates, has for its object the consolidation of certain Ordinances relating to licenses.
It repeals: 1.° Ordinance No.11 of 1844, Sections 38 and 39, which relate to the keeping of Public Billiard tables, skittle-ground, etc.
