In my report of the 28th May, 1886 I have fully set out all the facts of this case. Mr Stephens now acts as the Secretary, and it is for him to give the necessary instructions to the Secretary of State to give such instructions, that such steps in his opinion or otherwise, as the Secretary of State should seem advisable should be taken by the proper authorities, to place him in possession of the land which he states belongs to him, and that full compensation be made to him.
With respect to the first prayer, I beg to state that in the suit for an injunction against Mr Stephens the Court has practically decided the question of the ownership of the land now claimed by Mr W. Stephens, and in order to place Mr. Stephens in possession...
