I have ascertained that, at present, besides the Superintendent, two Clerks are required. I have appointed Mr. L. G. d'Almada e Castro, 3rd Clerk in the Colonial Secretary's Office, to be 1st Clerk in the Superintendency of Imports and Exports at a salary of $120 a month. The other appointment I gave to Mr. E. B. Shepherd, Librarian of the Supreme Court, at a salary of $60 a month. Both these gentlemen were strongly recommended by the Heads of their respective Departments.

The promotion of Mr d'Almada left a vacancy in the Colonial Secretary's Office, and, subject to your approval, I have made the following appointments, viz. – Mr M & M Gutierrez, 4th Clerk, to be 3rd Clerk,
