I have the honour to report, for your approval, the following arrangements which I have made, in consequence of having to provide a staff for the due performance of the work which the new Ordinance entails.

Mr. A. Seth, Chief Clerk, in the Colonial Secretary's Office and Clerk of Councils, was strongly recommended to me, by the Members of the Executive Council, as the proper person to organize the work in the office of the Superintendent of Imports and Exports, more especially as he had gained much experience as Superintendent of the Opium Revenue, at the time this Government took the Opium Monopoly into its own hands.

3. When Mr Seth superintended the Opium Revenue he drew his full $200 salary as Chief Clerk, and $80 (half $280)...
