(1) Juvenile offenders, 16 and under (2) Old Offenders having had two previous convictions or more. (3) Earring snatching and snatching things from women and children.

(4) Robbery with violence, garroting, (5) Extortion and Blackmailing.

(6) Intimidation and the sending of threatening letters or messages with the view of hindering the course of Justice, or the carrying out of public duties.

(7) Being found armed with dangerous weapons without sufficient reason and excuse.

(8) Returning from banishment. (9) Armed attack on or forced entry, into any dwelling house, shop, Junk

(10) Piracy.

(11) Indecent assault.

The Secretary of State in his dispatch dated the 26th day of December 1886 stated that he was prepared to sanction a modification of the law relating to Corporal punishment, and considered that the Courts might be authorized to impose the penalty on the offenders specified in the first paragraph of the letter of the Chinese Justices, except the offences of being found armed with offensive weapons.

The Secretary of State also declined to allow whipping for petty larcenies and for the offence of returning from banishment.

This Ordinance has been passed to carry out the instructions contained in that despatch.
