The Police report that they have known the two men named

commit robberies there, and
come back to Hongkong for refuge; they belong to a gang of

The question, therefore, for the Governor in Council to consider is
whether in presence of the unsatisfactory report of the Magistrate, the papers should be sent back to the Magistrate to state whether he is of opinion that there is a prima facie case
or not; or whether looking at the evidence given, there is sufficient evidence to warrant the handing over
of the accused to the Chinese Authorities.
