The Police Magistrate having committed the prisoner to Gaol has, I presumed, found that there is a prima facie case against him, but the language of his letter

when he gave his decision is so uncertain and ambiguous that it is difficult to say
what he

trying to say.

The 21. Article of the Treaty of Chuenpi says that the accused is to be delivered up on proof of guilt. Ordinance No. 2 of 1850 which by Ordinance 2 of 1871 rendition of criminals under the Treaty of Tientsin states that if
"there
is probable cause,
believing that the person has
"committed the crime or
offence; it
"shall be lawful for the Court or
"Magistrate to commit."
