As the papers are voluminous, reasonable time must be allowed for each member to peruse them. As, however, you are apparently so desirous of the case being laid before the Secretary of State, and you so directly challenged the action of Government to the Secretary of State will be duly forwarded, as soon as the Acting Attorney General has prepared his rejoinder, and the Council has had an opportunity of considering the whole question.
