Before finishing this brief outline of the case I may state, for your information, that, as soon as it became known that the Chinese and the Hong Kong Government were in correspondence about them, nearly one half of them fled to Singapore and other places, a fact which clearly shows that the information concerning them, obtained independently by both Governments, was well grounded.

Reverting now to Mr. Wodehouse's Memorial, it is hardly necessary to explain to you why it was not forwarded earlier. Knowing I should have to bring this Rendition case under your notice, I wanted to see it closed, and it was considered in Executive Council in July.
