As great delay had characterized previous rendition cases, so much so as to make the Chinese Government very reluctant to prosecute, M. Marsh thought it necessary to address the Magistrates on this point, and, with the advice of the Acting Attorney General, to lay down for their guidance a statement of the general principles gathered from the Ordinances and other sources.
