As reported to you by my predecessor, Mr. Marsh, in his despatch No. 7 of the 10th of March last, this Government called the attention of the Viceroy of Canton, through the British Consul at that port, to a certain body of Forty men in this Colony who habitually committed crimes on Chinese soil, and took refuge here with their booty.
After some enquiry and consequent delay, the Viceroy sent in the usual application for the rendition of Eight of these men, and warrants were issued for their arrest. Three only were found, and of these one committed suicide during the
