that for want of funds, the system of defence
which the Colony had set its heart
cannot be completed, and this from no fault of its own.
In justice then to the community (it can
hardly be called a Poor Colony
more than Malta or Gibraltar, for people reside here only for comparatively short time), I
trust we may be dealt with liberally, and that in the
interests of the Empire, which had so
large a stake here, the charge in question may
be remitted, and the works already approved of completed at Imperial expense, should the £116,000 fall a little short
of the sum required. Should this appeal be favourably received, there may then be better chance hereafter of Colonial assistance in regard
to other defensive works, such as the proposed breakwater, &c.
now
