W.O. is about to approach Treasury on this object. That there are two kinds of charges - land transport within the Colony & sea transport to the Colony. The latter at present has run up to $7,600 and will reach about £41,000. S.S.W. appears originally to have desired corresponding reduction of armament but subsequently to have favoured an appeal to the Treasury.

The Works Estimate will probably bear the land transport; or, if not, some luxuries may have to be hushed off. There is no intention to reduce a single form of the promised armament. I lean to fight the Treasury for the present. If the sea transport question is settled, all will be well.

It is most strongly felt that in no case should the Colony be asked for more money on this account and that under no circumstances should the promised armament be touched. The Transport item ought undoubtedly to have been included in the amount originally submitted to Treasury and the sound question will arise whether in all probability.
