it was the unanimous opinion that according to the rules of the Service, the leave Mr Deane looked into was clearly against the rules. He had applied for four months, but returned in two and a half months. He had accumulated leave during the two years 1885 and 1886, and that he is, therefore, only entitled to two months' vacation leave on full pay for 1887.

This leave I granted him, and it is against this decision that he now appeals to you. His reference to the Chief Justice is hardly in point – it never came before Conseil and was dealt with by my predecessor apparently outside the rules of the Service.

Departmental and Staff Officers in the same way are dealt with when on leave with full pay, and the principle seemed perfectly understood by the Civil Service Officers composing the Executive Council.
