The facts of the case are as follows:
• Mr. Deane returned to the Colony in November 1881. In 1885, he had no vacation.
In 1886, he applied for, and obtained, four months' leave.

It so happened that he availed himself of only two and a half months of that leave; and, as it was taken partly on half pay, it counted as one month on half pay.

Mr. Deane's contention is that the two months he took in 1886 prolonged his leave for 1885, and that he availed himself of half a month only of his leave for 1886. That being so, a month and a half remained due to him for that year, and this, with two months for the present year, made up three and a half months.
On half pay, he now wishes to go to England.
Meanwhile, he applied to me for three months' leave on full pay (another Officer being available to do his duty without pay) and for one month's leave on half pay, for which he applied.
