Macau by steamer, whilst a quantity went to Manila, Haiphong, America, and Australia, leaving, as I calculated about 7,000 piculs for legitimate and smuggling.

The

small quantity, which would be required for legitimate trade could have been easily obtained

from the Howloon side and packed at... the Foreign Customs Station

on

the

other side of the border. However, the dealer here thought there would be larger trade interfered with; than I calculated, and all... Mr. Chater, who I have said was well acquainted with...

As to

my first scheme, thought if special quantities

were given it would work well, but that the Chinese

objected to be under the Opium Farmer, and would prefer to have licenses

from

Government, to which there seemed little objection, if it

was clear that the Government got

no direct revenues

from it, and undertook no responsibility towards China, unless through the Opium Farmer. I had learned long ago from the Opium Farmers at Singapore that they only delivered Opium sold in small quantities to the Master of Ships, and saw

that the

opium was taken out of the settlement ("The farmer

would

see

that the Opium left the Colony" my Report on Opium Commission -page J.). In drawing up what is

called Mr Chater's scheme, I arranged

that the retail dealers

would undertake under bond to

deliver only to Masters of Ships,

and

take receipt from Ship Masters. That plan has already been sent to the despatch of the

Secretary of State
