examined the accompanying Ordinance entitled "The Opium Ordinances "1884 and 1887, and am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

This Ordinance regulates the trade in Opium. It enacts that no Opium is to be brought into the Colony in quantities less than one chest, that no one except the holder of licences from the Government can sell or barter in the Colony Opium in quantities less than that of one chest and no one except the Opium Farmer or the licensed retail dealer shall have in his possession or custody less than one chest of opium except under certificate of purchase from one of the licensees.
