No difficulties are, I hope, on our side in honestly carrying out the provisions of the Ordinance.

7. Its success, in my opinion, mainly depends on the collection of all duties whatsoever and suppression of salt smuggling being placed by the Tsung-li Yamen exclusively in the hands of the Foreign Collectorate under Sir R. Hart, that he may have sole control over the Revenue Cruisers and Customs Stations. I understand, and hope on good foundation, that this is being arranged, for otherwise I greatly fear trouble with the Canton Authorities who, by all accounts, have done their best to thwart the policy of the Peking Government and are not likely to co-operate cordially with us; possibly they may be less ill-disposed if they get their fair share from the Central Government of the duties collected, as they will, I am assured.
