decided to place the question before the Secretary of State, and the letter of the Directors of the Bank dated the 17th May last has accordingly been written.
There is no doubt it would be of very great assistance to the Bank, if they could be allowed to establish banks in Manila, and other ports, where they now have only agencies.

The question is dealt with at length in a memorandum drawn up by the Attorney-General (Mr. Grattan) dated 19th May, 1873, 107/64 to which I beg to refer. His Excellency, the last despatch of the Secretary of State on the subject is I believe No. 147 of 17th July 1873.
H. 13 of the 3rd October, 1873. If the amendment applied for could be granted, it would be a great boon to the Bank.
