Breaches of the Opium Ordinance show an increase of 686 cases. A number of search warrants have also been issued and returned without result, it therefore follows that a great deal of unnecessary trouble and annoyance has been caused by the action of the Excise Office in obtaining warrants on statements that are not warranted by the result, and the attention of the Opium Farmer might be advantageously directed to the penalties enacted for improperly obtaining such warrants (Ordinance 1 of 1884 §38).

The foreshore between N.02 Station and East Point has silted up in such a way that materially affects the utility of the Patrol Launches. The smallest launch drawing 4 feet 6 inches at low water cannot now go alongside Observation Point Pier, which should be lengthened, unless it is considered that it would be more advantageous and profitable to extend the Praya.

I regret that the mortality among the European Police has been unusually heavy, seven having died. In addition, the Force has been severely affected by numerous cases of fever, and other causes, resulting in the dismissal of the Chinese staff, bringing it below its effective strength. Whitfield Station had to be temporarily abandoned due to the outbreak of fever.
