It is, therefore, respectfully requested that, in the event of the competition not being thrown open to all schools under Government supervision, this school be placed on the list.

Should H.E., the Officer Administering the Government find any difficulty in deciding this matter, the Manager begs that it be submitted to the Secretary of State for consideration.

I have the honour to acknowledge receipt of your despatch: the receipt of which was acknowledged on the 27th of May, and to approve the Amendments in the regulations for the Hongkong government scholarships which you have reported.

I agree with you that these scholarships should be thrown open to competition from all the public schools in the colony.
