As Dr Doberek has not requested me to send his Report home, I think this draft despatch need not be sent. Put it away with the "papers."
After I assumed the administration of the Government, Dr Doberck wished to be excused from sending in an Annual Report, but I informed him that this could not be done. We subsequently sent in as his Annual Report, the document which forms the subject of this despatch.
