The actual type of three-storied house as shown in Diagram E is dark and unventilated, but the population have to live in these dens because house room is very scarce and they are glad to obtain shelter. If houses are built as shown in Diagram B, the five-foot back yard will certainly rob the house proper of light and air. In my opinion, this will not depreciate the value of the property as a lodging house, for the admission of light and air will so improve the holding that the landlord will be able to get the same rent, and besides, even supposing he did get somewhat less rent, is the landlord to be allowed to trade on the extremities to which the population have been driven for want of house room and to build habitations without any regard whatsoever to the principles of the law of Health?

The Crown lot into which the Lily of Victoria was parcelled out in the early days of the Colony has since been divided by the original purchasers into sections and many sub-sections, which are now owned by different persons, and it happens that some of these sections are of such small dimensions as to make the compulsory provision of a back yard a hardship. Take the case, for instance, of Diagram C or Diagram D. In the first, we have a building lot only 30 feet deep, and in the second, a building lot only 25 feet deep.
