3. In the draft now forwarded, it will be found that many important subjects previously dealt with in Bye-laws have been introduced.

The Bye-laws as attached to the present draft, have been greatly reduced in number, and deal now almost entirely with matters of detail rather than with radical changes in existing arrangements.
