because it is found that even under the actual law the services of an officer described in the appendix hereto are an urgent requirement. After the Health Bill shall become law, it is probable that the Government may find it necessary to appoint more than one such officer in order to expedite the realization of the Sanitary Reforms so much needed in Victoria.

I beg to suggest that the proposed Sanitary Surveyor need not necessarily be taken into the permanent Government service. The Board having expressed the opinion that the emolument as well as the duties and attributes of the new officer should be left to be specified by the Surveyor General, I beg to attach hereto the particulars furnished by Mr. Biend.
