I am directed by the Board to submit the necessity of appointing a duly qualified Sanitary Surveyor from England to undertake the personal supervision of all such works of house sewerage and other structural improvements as are constantly being carried out at the instance and recommendation of the Board, especially in connexion with the sanitation of Chinese tenements where the utmost difficulty is always experienced in getting work properly done by native builders.
2. The Board have not waited for the passing of the proposed new Health Bill in order to make this recommendation, because
