as little delay as possible.

The reason for this appointment will be found fully set forth in the two letters from the Board, dated the 9th February and 4th May last, which I enclose.

3. The Board's first letter was allowed to stand over until greater progress had been made with the Health Bill. That Bill has now been read a first time, and it will be proceeded with as expeditiously as the circumstances of the case will allow.

4. In order to secure a thoroughly competent officer, I propose, with the consent of the Executive Council, to assign him a salary of $3000 per annum, with an allowance of $285 for chair hire. The qualifications he should possess will be found in the Particulars attached to the duplicate Office herewith enclosed.
