And the French Portal Convention of 1856 furnish. An Ordinance was drafted accordingly. It met with strong opposition from the Unofficial Members and the Chamber of Commerce.

On the assurance of the Hon. P. Ryrie, Chairman of the Chamber, that they would communicate with the Chamber of Commerce of those Colonies in which similar Ordinances have been passed, with a view of addressing remonstration to the Secretary of State, the Ordinance was withdrawn and a continuing Ordinance passed in its stead.

I am directed by the Secretary of State for the Colonies to transmit to you to be laid before the Marquis of Salisbury the accompanying transcript of Ordinances passed by the Legislature of Hong Kong, continuing for one year previous Ordinance providing certain privileges for French & German Mail Steamers, and I am to request you to draw Lord Salisbury's special attention to the accompanying and a copy of the Report of the Local Attorney-General thereupon.

I am desired to request that you will move to signify to this Department whether the Ordinance may properly be allowed to remain in operation.
