Your Excellency's telegram of 19th instant and to
inform you that the counter project
which I transmitted with
my despatch
of 6th instant will be submitted to the Chinese Government and that you
anticipated that it would be both
surprised and annoyed at what
had occurred.
Great annoyance and irritation has been caused on this side, I have much to say, by
