Government House,

Hongkong 27 April, 1887.

I have the honor to acknowledge

Your Excellency's telegram of 19th instant and to

inform you that the counter project

which I transmitted with

my despatch

of 6th instant will be submitted to the Chinese Government and that you

anticipated that it would be both

surprised and annoyed at what

had occurred.

Great annoyance and irritation has been caused on this side, I have much to say, by

The

proceedings of the three Governments

with respect to the duty

in Kennedys which

I had the honor of reporting to

Your Excellency

Sir John Walsham, Bart.,

H.B.M.'s Minister

for

Peking

His Excellency
