Reply by the Acting Colonial Secretary.

After the Officer Administering the Government had given his decision in the first instance, he subsequently referred the papers to the Executive Council, who concurred with His Excellency in thinking that it was not a case specially calling for assistance; particularly as a passage had been granted, to which the applicant was not entitled, and as the Secretary of State has laid it down that such applications are to be refused, except in very exceptional circumstances.

The Officer Administering the Government will refer the application to the Secretary of State, but he is not prepared to recommend it.
