giving her a gratuity. This refusal caused her great disappointment and she subsequently went to England.

I hesitated about complying with this request, as I understood that Mr Lindsay died worth some money.
It was subsequently ascertained that he had left $3,618; but, from the faulty construction of his Will, his widow, instead of getting this sum, was only allowed the interest on it.

Under these circumstances, I granted her a free passage, but I saw no sufficient reason for giving her a Gratuity on the part of the Government.
The question of giving Mrs Lindsay a Gratuity was taken up warmly by the Press, and the Honourable A. P. MacEwen asked a question in Council on the 7th instant, on the subject.
I enclose a copy of Mr MacEwen's question and of the reply given to him on the 17th April, 1887.
