EXPLANATORY REMARKS,

More pensioners than contemplated, and the low rate of Exchange. Less payment for passage than was estimated. The vote for purchase of Steam-Tug and Market in Hunghòm not used in 1886, but, on the other hand, supplementary votes for Pedder's Wharf and Retaining Wall at the Hospital were asked; hence the difference. Saving in the vote for re-construction of Streets in the Native Quarter, Road and Street Contingencies, &c. More payments than estimated. Colonial Exhibition, Law Commission, Conservancy, Loss in Exchange, &c. Difference in Exchange at 3s 6d and the Average of 3s 3¼d. Increase of Taitam Water Works, Storm Damages, and Retaining Wall. More payments than estimated on accounts of sums already voted.
