Ø X C C I J of the Estimates. A reference to the Comparative Statement will show that on 55 items the receipts have been in excess of estimates, whilst on only 12 items have there been decreases. The principal increases are the following: Stamps $21,820, Opium Fines $19,500 already referred, Spirit Licences $14,980, Interest $11,636, Postage $10,847, Light-dues $7,953, Rents $7,038, Municipal Rates $6,131, Storage of gunpowder $6,692. These figures afford, I submit, most satisfactory evidence of the progress made by the Colony during the past year. Further proof may be seen by a reference to the returns of the Harbour Department (not yet printed), the number and tonnage of Foreign Vessels and Junk's which entered the port.
