I have examined the accompanying Ordinance, entitled "An Ordinance for the better protection of young girls," and I am of opinion that the Ordinance is one which is not contrary to my instructions.
The subject with which this Ordinance deals is fully set out in a Despatch of Governor Bowen dated, the 18th August, 1883, and in the report of Mr. Justice Russell forwarded with that despatch.
The Secretary of State in his despatch of the 19th December, 1883, No.2241 716284 59, approved of the proposals of the Governor-in-Council.
