I have no objection in the rate of pension awarded to Sent. Rea but I think it desirable that such cases should be dealt with systematically. I therefore request ... to submit to me a draft supplementary Regulation dealing with the matter, & for guidance in drawing it up & dealing with such cases generally, transmit to me copy of a letter from the Treasury showing the practice adopted in similar cases at home.
