24. Other Heads of Departments of equal relative rank as my-
self, but having a residence in the Hill Districts
are debarred from the privilege of men, which I Explained,
are allowed quarters, coals, and passages as regards
a residence in this respect. Only once in seven years have I been able
to obtain leave of absence for five weeks, and then owing to the circumstance
of Dr Jordan, a private practitioner having volunteered to act
for me under very favourable conditions to my-self.
Even with the allurements of a Passage Allowance and of half pay during my absence a substitute could not always be readily
found among the physicians practising here as the onerous duties of the post
would require more time than could be spared from their own
occupations. The half pay alone without a housing allowance
would scarcely compensate a substitute as the expense of compulsory
residence in the Central District would swallow up one third of that half pay.
25. With regard to furlough or vacation leave other Heads of Departments can obtain leave of absence without any difficulty by finding
a substitute in accordance with the Colonial Office regulations.
My position however, is Exceptionally difficult to be filled.
