15. In 1882 a commissioner was
appointed by the Earl of Kimberley to enquire into the sanitation of the Colony in consequence of medical Reports submitted by
There Reports, together with others, made in conjunction with the Surveyor General in 1874 and 1875, from inspections of the town made. Together subsequently more than confirmed by the Sanitary
Commissioner, and led to the Creation of the new Sanitary Department. My action in this

bringing upon myself any increased accumulation of official work that might be deemed for the good of the Colony, such work being still further to the detriment of my private practice.

16. This Colony has been of late years growing in population, wealth, and importance perhaps unexampled in any of Her Majesty's Crown Colonies. The Government Establishments in all Departments have had to follow,
in the wake of the public necessities = and have increased
